Progress Report Optional Skills Filter

When running the progress report there is a new toggle option, Include optional skills. Previously, when the report was run, optional skills would only appear if the student had documented that skill. Now, when running the report and utilizing the new setting, the report will display the optional skills regardless of whether the student documented the skills.
