Move Scenario Templates to Options for Instructors

With the changes that were brought about by SMC23, we have been phasing out the usage of the scenario class type for EMS courses in Platinum Planner. This has caused some challenges for our newer users in terms of accessing features and resources historically associated with scenario classes.

This change allows instructors who run simulations through clinical classes to still have access to the scenario templates via the Options option in their red toolbars provided the instructor has access to the Scenario Template permissions.
