Update Shared Site Creation to Require Fields Before Saving

With the recent update, when creating shared sites, we now require more information about the site. The Address, City, State, and Zip are now mandatory fields. This change was implemented to streamline the process, making it easier and quicker for our staff to verify and validate new sites.
